PEAR installations place src/routing/soap files in the data directory rather than the source directory

Description

Since PEAR determines which files belong in which directories in the stupidest way possible (based on file extension or something), the XML files in routing/soap end up in the PEAR data directory rather than with the rest of the Agavi source code. This means that PEAR installations that use SOAP don't work.
